About Danny Frost

Danny is a chartered quantity surveyor who has over 35 years’ experience working in the private and public sectors for building and civil engineering contractors, subcontractors, employers, developers and private clients. He has extensive experience in building and highway works, managing compliance and implementing financial project controls to ensure contracts are administered correctly.

Having held senior management positions within some of the industry’s largest contracting organisations, Danny possesses a detailed understanding of how the industry operates. He has been responsible for the quantity surveying services offered by SOCOTEC Advisory (formerly Base Quantum) and has led framework commissions with Dover Harbour Board and Surrey County Council.

Danny provides advice on risk management, cash recovery, maximising entitlements and dispute escalation procedures. He has been involved in preparing claims and defending disputes since 1992, and now regularly drafts expert reports with respect to quantum valuations, with emphasis on valuation of change, prolongation and loss and expense.

Danny has further acted as assistant expert witness; he has provided quantum assessments on disputes concerning numerous long-term maintenance contracts in respect of property maintenance and fire cladding disputes, provided quantum assessments in respect of loss, and a quantum assessment in respect of the anticipated construction cost of a £60million residential development. He has worked on number of quantum claims concerning professional negligence disputes and has acted as expert witness in respect of quantum reports for adjudication, regarding valuation of variations and loss and expense claims.

With a detailed working knowledge of numerous forms of contract, including the JCT, NEC and ECC (formerly ICE), Danny provides internal and external training on the main standard forms and contractual and commercial awareness. He also provides training in support of the APC process and, throughout his career, has assisted over 50 candidates in achieving professional membership of the RICS.
